Project EINO was initiated, designed and developed by Dr. Lazof. The proposal for the coming
three years
is based on one full-time effort. Funding at lower levels may allow 25% or 50% of the work to progress. Several experts
in health policy and in other related areas have given valuable advice and
direction.

EDUCATION
Dr.Lazof has degrees in both "letters" and "sciences". BA's in Philosophy
and German Language and Literature, MS in Agricultural
Sciences, nearly completed a BS in Chemistry (one course short, quit to begin his Ph.D.) and a Ph.D. in Plant Physiology.

RESEARCH PHYSIOLOGIST
Dr. Lazof, Ph.D. developed a complex and highly innovative special interest in
applying advanced mass spectrometry imaging (SIMS) techniques to biological tissue.
His research program was one of only two in the nation using the SIMS method
to track stable isotopes and the molecules they labeled through biological
tissue. The work required expertise in plant nutrition, ion transport physiology,
mass spectrometry, tissue cryotechniques and microanalysis.
Programming experience was acquired in handling and correlating hundreds
of image data files in each study. Specifics
REFEREED SCIENTIFIC PUBLICATIONS
Dr. Lazof has published over 30 peer-reviewed scientific articles. Among
those are the four invited review chapters on which he was the primary
author (combined length about 150 journal pages).

SUCCESSFUL GRANT PROPOSALS
Dr. Lazof pursued his career in plant physiology writing, earning and completing
the research involved in five competitive research grants funded from federal
agencies. The funding rates were less than 10% for those programs.
Successful grants even as a young scientist (not tenure-tracked) required out competing many
senior scientists with established research programs, as well as many
tenure-track assistant professors also with greater disposable resources. Two
small grants have been awarded based on proposals written by Dr.Lazof for
NC-CDHC a non-profit organization in public health policy in North
Carolina. Specifics
PROGRAMMING EXPERIENCE
Dennis had formal training in computer programming with courses in
Fortran and Basic in the late 1970's. There was a few needs for simple
programming problems connected with the instrumental analysis during the
Plant Physiology career, along with a great deal of time developing computer
scares. A more serious pursuit of programming has been made since 1999. Specifics
COMMUNITY ORGANIZING
Dr. Lazof has been working with local grassroots and national justice and
human rights organizations steadily during the last quarter century. He
has helped initiate and several local chapters of larger organizations

Dr. Lazof comes to the work in health policy issues, editing and website
programming indirectly. He has extensive background in writing and reviewing research reports, review articles and grant
proposals. These span his career in plant physiology. Computer science coursework in
1977-8 included two programming courses. He has written programs in "basic" to handle data manipulation and
spectral analyses. His successful career as a researcher
in plant physiology (funding himself on soft money for more than 10 years)
was cut short in 1997 due to an illness in the home, in addition to new
trends in federal funding. Recent training
in programming has been self-guided.

Dr. Lazof has written and published three booklets thus far which are available
for free download from the website in Adobe Acrobat format and as of April 2003
work is progressing on a fourth booklet.
